CUPCCAA (informal bidding)

•  Public projects of seventy-five thousand dollars ($75,000) or less may be performed by the employees of a public agency by force account, by negotiated contract, or by purchase order.
• Public projects of two hundred and twenty thousand dollars ($220,000) or less may be let to contract by informal bidding procedures. 
• Public projects of more than two hundred and twenty thousand dollars ($220,000) must be let to contract by formal procedures.
• The Governing Board of the public agency may, by adoption of a resolution by a four-fifths vote, award the contract, up to two hundred thirty-five thousand dollars ($235,000), to the lowest responsible bidder if all bids received are in excess of two hundred and twenty thousand dollars ($220,000) and they determine the cost estimate of the public agency was reasonable. (per applicable Public Contract Codes)
