Child Find

Upper Lake Unified School District is committed to identifying, locating, and evaluating all children who reside within Upper Lake Unified School District boundaries and who may have disabilities and be in need of special education and related services, in accordance with the Individuals with Disabilities Education Act (IDEA) and California Education Code.

Child Find applies to children from birth through age 21, including but not limited to:

  • Children enrolled in District schools
  • Preschool-aged children
  • Children who are advancing from grade to grade
  • Children suspected of having academic, behavioral, emotional, or developmental disabilities
  • Children who are homeless, highly mobile, or wards or dependents of the court
  • Children enrolled by their parents in private schools located within the District

A referral for special education assessment may be initiated by a parent/guardian, District staff, or other concerned individuals.  Upon receipt of a referral, the District will review the concern and, when appropriate, provide the parent/guardian with an assessment plan and notice of procedural safeguards within timelines required by law.

Participation in general education interventions, including Multi-Tiered System of Supports (MTSS) or Response to Intervention (RTI), does not delay or replace the District's obligation to offer an evaluation when a disability is suspected, though such data may inform assessment planning.
