As we look to the future, our focus is entirely on where we are going. Over the coming school year, our district is moving forward with a bold, heart-centered vision designed to meet the modern needs of our students, families, and classrooms.

As we launch this year, our work is grounded in three core commitments that guide how we support our students and one another:

To bring these core commitments to life, we are focusing on three clear, interconnected goals:

• Goal 1 — Student Achievement: Consistent, high-impact instruction in every classroom.
• Goal 2 — Professional Development: A coherent adult learning system that makes Goal 1 stick.
• Goal 3 — Learning Environment: Safe, predictable conditions so students can actually learn.

1. Accelerating Academic Growth & Instructional Excellence

We believe that rigorous, engaging instruction is the foundation of student success. We are committed to updating our classroom tools to ensure our students achieve high levels of academic growth:

• New Amplify Math Curriculum: To elevate foundational math skills, Upper Lake Elementary School is receiving specialized professional training to adopt the highly regarded Amplify Math curriculum. This initiative provides our teachers with research-backed instructional strategies and gives our elementary students an engaging, problem-solving-based approach to mastering mathematics.
• Data-Informed Classrooms: Our educators are using real-time student data to tailor instruction, ensuring we provide targeted interventions for students who need extra help and advanced opportunities for those ready to stretch their learning.

2. Transforming How We Care for the "Whole Child"

We are actively shifting from a traditional academic-only model to a complete, wraparound care system. Every student deserves to feel safe, healthy, and ready to learn.

• Expanding Local, Specialized Care: We are growing the North Shore Collaborative, building local classrooms and therapy systems so our students with unique abilities can learn in the best environment possible closer to home.
• A Safety Net for Every Family: We are continuing to provide critical services via our Wellness Center. Utilizing crucial support from Healthy Start, we seamlessly connect families to housing support, mental health partners, and daily essentials like laundry, hygiene resources, and clothing.
• Sustaining More Counseling On Campus: By restructuring our funding systems, we are permanently adding a second school counselor to ensure our students have immediate, reliable access to mental health support when they need it most.

3. A Compassionate, Partnership-First Approach to Attendance

We are redefining our relationship with families when it comes to school attendance, replacing rigid, punitive rules with supportive, real-world solutions.

• Removing Barriers, Not Issuing Penalties: If your child is struggling to get to school, our Child Welfare and Attendance teams have shifted to an outreach-first model. We will work directly with you to solve root causes.
• Dedicated, Personal Advocacy: For our families facing housing instability or foster transitions, our specialized liaison networks are stepping up to provide direct, one-on-one support so that your child’s education remains stable, seamless, and fully supported.

4. Protecting the Heart of Our Classrooms: 

We cannot give our students an exceptional education without fully supporting the educators who guide them every day.

• Competitive Pay and Local Stability: We are leveraging our strong financial health to protect competitive compensation packages for our hard-working teachers and staff. Taking care of our educators ensures they can focus entirely on taking care of your children.
• Ensuring Consistent, Fully Staffed Schools: We are targeting proactive, early hiring initiatives to maintain our exceptional staffing standard, ensuring your child has a consistent, highly qualified educator leading their classroom from day one.
• Streamlined, Stress-Free Enrollment: We have fully modernized our online registration and enrollment systems as well as our data confirmation across all four school sites to make joining and staying in our district a simple, welcoming, and painless process.

With more than two decades of dedicated K-12 experience, Ms. Logan has proven herself to be an equity-driven, results-oriented leader who keeps student well-being and robust support systems at the center of her work. Since joining ULUSD in 2019, she has worked tirelessly across all four of our school sites to build a community where every student, teacher, and family can thrive.

 

A Proven Track Record at Upper Lake Unified

Ms. Logan is a deeply trusted face to our students, staff, and families. Since 2019, she has served our district as the Director of Special Education and subsequently as the Assistant Superintendent of Pupil Personnel Services. During her tenure, her leadership has completely transformed how we care for, advocate for, and educate our students:

• Holistic Student Support & Advocacy: Serving as the District’s Homeless Liaison (under the McKinney-Vento Act), Foster Youth Liaison, and Title IX Officer, Ms. Logan has been a fierce champion for our most vulnerable student populations. She has dedicated herself to dismantling barriers to learning, ensuring that students facing housing instability or life transitions have immediate access to standard educational services and essential resources.
• Rebuilding Attendance & Child Welfare: As a key leader of the Child Welfare and Attendance team, with outstanding teamwork, she was able to redesign the systems surrounding student enrollment, Child Welfare and Attendance (CWA), and the Student Success Team (SST). By working directly with families to identify and resolve underlying barriers to attendance, she helped rebuild a supportive, consistent, and legally compliant culture of school engagement.
• Systemic Special Education Turnaround: Under her guidance, ULUSD successfully transitioned its Special Education program from deep non-compliance to a legally sound, equity-driven system. This comprehensive overhaul successfully moved the district from "Significant Disproportionality" to "Monitor" status, generating substantial cost savings while restoring structural integrity.
• The ULUSD Wellness Center (Est. 2020): Ms. Logan launched our campus Wellness Center, in collaboration with Healthy Start, showing how two agencies working together can support families that deserve trauma-informed care. Together, they created an equity-based, responsive, supportive hub that connects families to community agencies and provides essential resources like school supplies, hygiene supplies, clothing, and laundry/shower access and much, much more.

Countywide Leadership & Inter-District Support

Beyond her profound impact on Upper Lake schools, Ms. Logan has established herself as a key collaborative leader supporting districts throughout Lake County:

• The North Shore Collaborative (NSC): In 2022, responding to an urgent regional need, Ms. Logan rapidly launched ULUSD's first Extensive Support Needs (ESN) classrooms. Out of this work, she designed and led the North Shore Collaborative (NSC), a vital three-district partnership. This collaborative expands high-quality local ESN services, allowing students with unique abilities across the North Shore to learn and receive specialized therapies closer to home rather than being bused to distant county programs. 
• Systemic Countywide Support: Ms. Logan has actively supported countywide improvement efforts and special education, offering leadership to peers across local educational agencies.
• Targeted Educational Consulting: She has lent her specialized compliance and assessment expertise to neighboring school districts. In this role, she successfully guided files through complex due process reviews, conducted high-profile psycho-educational evaluations, and advised on legally compliant program designs to increase local capacity for students with unique abilities.
• Preparing Future Teachers: Dedicated to cultivating local educational talent, she served as an instructor for Teach Lake County from 2021 to 2024, designing and teaching graduate-level coursework in special education inclusion to prepare new teacher candidates for classrooms across the county.

In recognition of these stellar, results-driven achievements, the Association of California School Administrators (ACSA) named Ms. Logan the Special Education Administrator of the Year in 2024.

Every child who walks through our school doors carries a unique spark, a distinct set of needs, and a limitless future. My philosophy as your Superintendent is built on a simple, unwavering belief: every single decision we make must begin and end with how it impacts our students.

As a former classroom teacher, school psychologist, and district administrator, I have learned that a school district is not just a collection of buildings—it is a community built on trust, equity, and shared purpose. My leadership style is deeply collaborative and strictly student-centered. To guide our mission, I focus on four fundamental pillars that ensure our schools remain spaces where your children can truly thrive.

1. Putting Equity at the Heart of Instructional Excellence

To truly serve our community, we must ensure that all students—with a deep and particular focus on our most vulnerable populations—have access to rigorous, inclusive, and culturally responsive instruction. True academic excellence is not one-size-fits-all; it means adapting our classrooms so that every child, regardless of their background or unique learning needs, has the tools they need to succeed.

2. Building Strong Relationships Through Active Listening

We cannot do this work in a vacuum. A successful school district is built on true transparency and deep trust. I am committed to listening actively to—and partnering with—our dedicated staff, families, tribal partners, community agencies, and our Board of Education. When we work as a cohesive team, our entire community rises.

3. Marrying Empathy with Strategy (Data-Informed Decisions)

While empathy drives why we do this work, strategy must drive how we do it. We will actively use real-time data to align our district’s resources, programming, and staffing directly with our strategic goals and measurable student outcomes. This ensures that every program we fund and every resource we deploy is actually working to help your children grow.

4. Fierce, Whole-Child Support

My background as a Licensed Educational Psychologist (LEP) and Licensed Professional Clinical Counselor (LPCC) has taught me a profound truth: academic success and emotional well-being are completely inseparable. We cannot expect children to excel in the classroom if they are struggling with mental health, hunger, or housing instability. Under my administration, student mental health, robust wrap-around services, and supportive attendance systems will remain at the absolute forefront of our district's mission.
